Family Educational Rights & Privacy Act (FERPA)

Student records at Texas Southern University (TSU) are governed by the Family Educational Rights and Privacy Act (FERPA). Under FERPA, students have specific rights regarding their education records. These rights are outlined below and students are notified annually via email. Students can review this information at any time.

Definition of a Student: A student is any individual who is currently attending or has attended TSU.

Definition of an Educational Record: An educational record is any record maintained by TSU that is directly related to the student. Educational records do not include:

  • Personal records kept by a staff member, if kept in the sole possession of the maker and not accessible to others, except a temporary substitute.
  • Records created and maintained by the Department of Public Safety for law enforcement purposes.
  • Employment records of individuals whose employment is not contingent on their student status, provided the records are used only for employment purposes.
  • Records made or maintained by a physician, psychiatrist, psychologist, or other recognized professional or paraprofessional for treatment purposes, available only to those providing the treatment.
  • Alumni records containing information about a student after they are no longer in attendance and not related to their status as a student.

TSU CampusESP

TSU CampusESP will allow parents and family members access to view student records. On the day after the request is approved, parents and/or family members will have access to view information. Students can approve the following types of access:

  • Enrolled Hours/Schedule
  • Enrollment Status/Degree Information
  • Holds
  • Financial Aid Information
  • GPA/Completed Coursework
  • Account Balance

Student Rights under FERPA

FERPA affords students certain rights with respect to their educational records. These rights include:

FERPA Training

There are two separate courses that fulfill different FERPA/student data access requirements. New employees should complete the courses required for their position within 30 days of their hire date.

FERPA Level 1: Confidentiality of Records

  • All employees and POI’s (Persons of Interest) are automatically enrolled
  • Annual renewal requirement
  • Fulfills the old FERPA course requirement.
  • Login to Vector LMS

FERPA: Level II – Role Access course has been developed for employees with higher-level access.

  • Residential faculty, POIs, and staff with access to the Banner System are required to take this course
  • Annual renewal and acknowledgement requirement
  • Login to Vector LMS
  • If you identify that either you or your staff have not been enrolled in the course, or if you have a new employee who needs to enroll in the course, you can follow the self-registration instructions.
  • Complete the course with an 80% or higher to fulfill this requirement.

Using Social Security Numbers

While Students who submit a FAFSA will need their Social Security Number in the TSU Student System to process Federal Financial Aid, due to identity theft concerns and privacy issues, students who are not applying for aid will no longer be asked to provide a Social Security number as a personal identifier. Instead, students will be assigned a student ID number upon enrollment that can be used to access education records as needed.
